Urgent Need for Tagonomy or Tag Standard

Data on the web is increasing rapidly but there is not any method of standardizing web data. This deficiency partly comes from lack of understanding on data management, but it comes from lack of need for users. But think of it. Whenever we are hopping from one site to another we feel our records or data are split and scattered around web space. I don't have any technical methodology to solve this problem. But I have brain to think 0f this problem. I'll try to speculate on the problem of tagonomy, that is a methodology of tagging.

Let's start from NeoSmarts' suggestions:

Del.icio.us is arguably the “tagging leader” in Web 2.0, but their budget is far smaller than that of the commercial competitors like Technorati, and their ideas are also much older and even out-dated given their being the original players in the game. Spaces are important, maybe they can agree on that. But what about delimiters? UTW uses commas as delimiters, Technorati & Del.icio.us use spaces. But if spaces are a part of a tag, then you have to enclose them in quotes - but what if your tags require quotes?
This is a good example. We should think of it from something small but authentic problem.
